Fragmentary Interrelations

 

In the diagrams on this and the following page, the larger framework is organising around the institutional core, which deals with the budget, finance and legalities and the overall programme, and strategically groups specialised fields such as art, science and technology as a flexible transdisciplinary system with the independent agencies and non-profit organisations, state departments and decentralised agencies. In between, niches are found and plant the seeds for new ideas.

 

Blurred Hierarchies

 

The diagram shows how one institutional platform is nested in the other but the hierarchies between them become blurred as projects are set in motion.
For example, the base layer is formed by the EU Constitution, which supports independent agencies which encourge a trans-disciplinary organisation and research communities, which exchange with production companies, science and technology platforms and allow art and culture to flourish according to the programme set up by the Council for Cultural Performance within the budgetary limits of the sponsorship.
